If cycling power to the M1XEP with the JP2 Jumper installed doesn’t cause the Green LED to start blinking once per second then there maybe an issue with the M1XEP. If you remove the JP2 jumper while blinking twice per second this should be a default address of 192.168.0.251. You could try connecting the M1XEP and your computer (set to address 192.168.0.200) to an un-managed switch (or try a cross over cable between your computer and the M1XEP) and try the connection at 192.168.0.251
