On the rules page, when you click the disable you will need to also click “Save rules to panel”. This will send the disable to the panel and move the rule into the disabled rules list at the bottom of the rules editor page.
You can also drag rules into the disabled rules section. You still need to click save rules to panel since this a website it uses a “push/pull” method for editing data in the panel.
