Disabling a zone removes it from triggering burglar alarms, but does it matter for rules? Do rules continue to operate according to zone status regardless of being disabled? Or maybe does that rule not process at all?

No, If you “Disable” the zone the rules will not respond. If the zone is not part of the security system then set the definition to 16 = Non-Alarm and your rules will respond to the change of state for that zone.
