The firmware in the M1XEP may not support your version of Windows —- please take a look at https://www.elkproducts.com/elk-m1xep-and-windows-compatibility/ . From this page run the Special M1XEP 2.0.34 Updater Utility and if necessary the Utility will try to update your M1XEP to firmware 2.0.34. Once it is updated you should also update your ElkRP2 to version 2.0.38 before trying the connection.
