No Voice Siren out of Output 1

I had done a system test last week and had noticed that when the siren was supposed to sound and say a phrase, it did neither of those. Can someone please help? I do not want to replace my control board.

Disconnect the speaker(s) from Output 1 and measure the resistance across the Speaker(s) wire to make sure the resistance is above 4Ω Ohms. If you have ElkRP2 connect to  the system and under a Zone click “Send and Say” — does the system speak the assigned Voice Description?

could I use the elk-120 or 124 and get voice back on the chime if a door or window opens?
